Building a Public Financial Management (PFM) Competency Framework in Developing Countries

Governments in developing countries suffer from week PFM capacity. Gordon Ferrier of CIPFA pointed out that training is something that often happens at times in government such as when a new system in introduced. Governments rarely have broad capacity building and competency frameworks. Ferrier spoke at ICGFM earlier today about building a PFM competency framework in the Philippines.
