From Systems of Record to Systems of Engagement
Government Resource Planning (GRP) transformation was the key message in my presentation at the Inter-American Development Bank workshop, The Cutting Edge on Information Technology on Public Financial Management on Monday. The “wicked problems” of climate change, sustainable growth and inclusion requires leveraging back-office financial management systems as part of interactive systems to support open and smart government.
My presentation described the IT issues experienced by governments in the region that restrict transformation to “systems of engagement.” This was followed by 7 recommendations of how to transition to more unified systems to support SMACT (Social, Mobile, Analytics, Cloud, IoT) applications.
