Integrated Financial Management Information System (IFMIS) Launched in Liberia

Liberia recently launched its IFMIS, an integrated Public Financial Management (PFM) system based on the FreeBalance Accountability Suite. As the launch was attended by Liberian President Ellen Johnson Sirleaf, it attracted a great deal of local media attention. When introducing the IFMIS, President Sirleaf said: “Liberia can now stand shoulder to shoulder with many countries, far and near, and can boast of a robust public financial management system with attendant budget efficiency capabilities and optimum controls.

The Liberia IFMIS represents the first integrated GRP software to be used in the Government of Liberia. This project is funded by the World Bank, Swedish International Development Agency (SIDA), and the Government of Liberia to support public expenditure, financial management and procurement reform in Liberia, as well as improve public sector governance.

The Government of the Republic of Liberia deployed the FreeBalance Accountability Suite to drive government modernization through effective fiscal management. The Government has automated all public finance budget transactions. Budget preparation, expenditure controls, procurement, monitoring, reporting, payroll and human resource management have also been implemented. The FreeBalance Accountability Suite is an automated system that provides better expenditure controls and improved transparency in the budget cycle. The FreeBalance Accountability Suite integrates all government budget, revenue and expenditure information.

The Liberian IFMIS will drive government modernization through effective fiscal management. The Government now automates all public finance budget transactions. This includes budget preparation, expenditure controls, procurement, monitoring, reporting, payroll and human resource management. The Liberian IFMIS is an automated system that provides better expenditure controls and improved transparency in the budget cycle. The Liberian IFMIS integrates all government budget, revenue and expenditure information.

The Liberian IFMIS also automates payroll. This improves governance through electronic funds transfer rather than cash payments. The IFMIS provides more effective decision information on improving capacity by showing costs and civil service talent. Civil Service expenditure is often the highest cost in many government departments, so it has become critical to automate civil service management to improve efficiencies.

The Civil Service is a critical component to the success of a government. A competent Civil Service strengthens both democracy and governance. The Liberian IFMIS will assist in the improved professionalization of the Civil Service and will support Civil Service reform and increased human capacity within the Liberian Government. The Liberian IFMIS will help improve governance and build trust with citizens.

This initial phase of the implementation sees the IFMIS deployed across three sites in Liberia including the Ministry of Finance, Civil Service Agency and the Central Bank of Liberia. This implementation includes FreeBalance Public Financials Management, Government Performance Management, Public Expenditure Management and Civil Service Management. FreeBalance Civil Service Management functionality manages a civil service workforce of 40,000 employees.

FreeBalance supports Public Financial Management (PFM) reforms in Africa through implementations with the Governments of Uganda, Sierra Leone, South Sudan, and with MCA Namibia.
