PFM MooC: Great new on-line course, Managing Public Money, “run in partnership with The Chartered Institute of Public Finance and Accountancy, introduces you to the main features of public sector financial management, in a way that allows you to apply them to your own context.” Presented by Henry Lahr, the course starts on September 11.

BUDGET EXECUTION TRANSPARENCY IMPORTANT: Rebecca Warner of the International Budget Partnership describes how Civil Society Organizations (CSOs) often have reduced ability to monitor the flow of revenues and expenditures during budget execution. CSOs need capacity to understand government fiscal reporting.

DISCONNECTED NATURE OF GOVERNMENT POLICY MAKING: Robyn Scott and Lisa Witter from Apolitical describes how governments can overcome policy making silos in Stanford Social Innovation Review. This includes overcoming the problem of disconnected governments, issues, public servants, citizens, and ideas.

LESSONS LOST FROM THE FINANCIAL CRISIS? Advanced country government policy makers have not learned the lessons learned by developing national governments, according to Mohamed A. El-Erian, in Project Syndicate. El-Erian suggests that “advanced-country politicians today still seem to be ignoring the limitations of an economic model that relies excessively on finance to create sustainable, inclusive growth.”

PEACE ON THE DECLINE? The Institute for Economics and Peace has found a 2.14% decline in peacefulness since 2008 in the most recent Global Peace Index.
