Trends in Public Financial Management Change

Dr. Cleopatra Gittens, Accountant General of Antigua and Barbuda, described challenges and solutions in implementing PFM change at the 8th. Annual FreeBalance International Steering Committee (FISC) conference on Monday. Dr. Gittens is also the FISC Chair.

The experience of reform in Caribbean countries was well received by FISC delegates, many of whom have active PFM reform programs. Common experiences developed during discussions included:

  • Compliance with automated financial controls that are more advanced that previous manual controls
  • Basic and intermediate computer literacy
  • Transformation from using bank accounts for controls to more effective commitment controls and better cash management
  • Integration of processes and classifications among different information systems – rarely a technology problem
  • Processes for sequenced change
