Professor Matt Andrews of the Harvard Kennedy School described the important of governance and a problem-driven focus to ensure country development. Speaking at the 2013 ICGFM Winter Conference, Professor Andrews pointed out that some of the most impressive Public Financial Management (PFM) reforms in countries did not happen over night. Therefore, it is far more important to understand the process of reform rather than the solutions that were discovered.
