Citizen engagement and open government required for smart cities

How does open government and open data helps make smart government smart? Performance management is very difficult in the public sector because there isn’t an objective bottom line like profit. It is only through citizen engagement that governments can determine what is critically important. A so-called “smart city” project without citizen engagement is a technology project. This is one of the disturbing aspects of this market: top-down “vanity projects” and general technology acquisitions presented as “smart city”.

Municipalities have led the “participatory budgeting” wave of citizen engagement. This engagement helps governments make critical public policy choices.
