Public Financial Management (PFM) reform and Government Resource Planning (GRP) success rates to be improved through change management partnership
Washington DC, USA (September 20, 2013) – FreeBalance, a leading vendor of Government Resource Planning (GRP) software, is pleased to announce a new alliance with Evans Incorporated that will help to improve Public Financial Management (PFM) reform in governments using FreeBalance GRP software.
Many studies show that change management is considered a critical factor for GRP success particularly in developing countries and emerging economies. “Context is critical in GRP implementations, especially human capacity and political incentives,” said Manuel Pietra, FreeBalance President and CEO, “This partnership gives our advisory services additional skills to enable PFM reform.”
Evans Incorporated, based in Falls Church, VA, right outside Washington, DC, provides holistic change management services to the public sector with its certified experts and CAARMA™ methodology designed to “increase performance with minimum downtime” during project implementation. “We look forward to working with FreeBalance’s international customers to better manage change and effectively adopt PFM reform efforts,” said Dr. Susan Evans, CPE, President and CEO of Evans. “We share the FreeBalance commitment to build public sector IT and PFM capacity as critical to implementation success and PFM reform success.”
Governments around the world often lack program management capacity. Change management “is the process of helping people understand the need for change and of motivating them to take actions which result in sustained changes in behavior”. Evans applies a diagnostic driven, human-centered, intervention-based approach utilizing our proprietary CAARMA™ methodology. Most software manufacturers are not directly involved in project governance. FreeBalance is directly involved in government implementations with certified partners like Evans Incorporated.
