FreeBalance Presents at International Libyan Conference on Electronic Government

FreeBalance’s Hal Le, Director of International Products, was a keynote speaker at the International Libyan Conference on Electronic Government this weekend in Tripoli, Libya. The FreeBalance presentation explored how Public Financial Management (PFM) good practices enhance government effectiveness through improved fiscal discipline, transparency and planning. The International Libyan Conference on Electronic Government provided a “summary of opinions, thoughts, results and recommendations of research papers as a guiding effort in establishing a national e-Government roadmap for the new Libya”.

Let’s face it, Enterprise Resource Planning (ERP) implementations are risky. Lots of reported failures. Lawsuits. And, that’s in the private sector: the “enterprise” space. For consultants, there’s nothing better than endemic failure. It’s a business opportunity. What Canada can learn from Developing Countries on Public Financial Management sustainability, [Part 5]

This is Part 5 of 6 parts detailing the content in my Financial Management Institute of Canada lunch presentation What can we learn about Sustainability from Developing Nation Governments? If there is anything learned at FMI, it’s the disruption to government programs of stimulus spending on one hand and spending reviews and deficit cutting on the other hand. Short-term initiatives might make sense politically. These initiatives break continuity.

Budget Reform: Borrowing a Leaf from the Accounting Profession’s Book

Since the 19th century, there has been a sustained effort to develop and disseminate professional standards and qualifications in accounting. In stark contrast, there are currently no internationally accepted standards for budget preparation. Could this absence of a professional foundation for budget preparation help explain the short lifespan of many reforms that have failed to take root in budget departments and bear fruit in the form of more credible and predictable budgets, especially in low income countries (LICs)? Is it time for the budget reformers to borrow a leaf from the accounting profession’s book?

Can Policymakers Stem Rising Income Inequality?

The issue of rising income inequality is now at the forefront of public debate. There is growing concern as to the economic and social consequences of the steady, and often sharp, increase in the share of income captured by higher income groups.
While much of the discussion focuses on the factors driving the rise in inequality—including globalization, labor market reforms, and technological changes that favor higher-skilled workers—a more pressing issue is what can be done about it.
In our recent study we find that public spending and taxation policies have had, and are likely to continue to have, a crucial impact on income inequality in both advanced and developing economies.
