The Open Government Partnership (OGP) has spurned many governments to commit to budget and fiscal transparency. However, progress has been uneven and the impact uncertain according to Juan Pablo Guerrero, the Network Director of GIFT (Global Initiative for Fiscal Transparency). My sense is that the positive impact for improved services and government trust takes time. Information needs to be relevant and accessible. And, vested interests who profit from opaque processes need to be overcome.
