FreeBalance has launched its Lead-Assist-Guide (FLAG) program with the Government of Trinidad and Tobago (GoRTT). The FLAG program is designed to support sustainability in public financial management (PFM) reform in the long term.
FreeBalance began working with the GoRTT in 2018, with the implementation of a new Integrated Financial Management Information System (IFMIS). The FLAG Program is based on almost four decades of capacity building and sustainability experience across a diverse range of countries. The program considers country context and is tailored to the unique requirements of the government. Sustainable PFM ensures governments can manage money wisely, not just now, but for future generations. It means responsible spending, efficient resource use, and clear financial reporting, all leading to long-term financial health and continued essential services.
The FLAG program empowers civil servants to achieve self-sufficiency in PFM reform. Through its three phases (Lead, Assist, Guide), FreeBalance’s role gradually transitions from providing initial training and guidance to offering consultative support. This fosters a structured learning environment focused on continuous improvement, ultimately enabling government agencies to manage PFM processes independently.
Focus on People: Building Knowledge and Skills
The FLAG Program goes beyond simply providing resources. It focuses on developing the skills and knowledge of civil servants through four key areas:
- Capacity building: Equips staff with the necessary expertise to perform their roles effectively. This involves training workshops, online courses, and mentorship opportunities.
- Succession planning: Ensures a smooth transition of knowledge and experience, including leadership development programs or PFM knowledge-sharing initiatives.
- Advisory services: Provides ongoing guidance and support to address specific challenges and opportunities. FreeBalance experts offer tailored advice and guidance on a range of PFM topics.
- Post-Go-Live enhanced support services: Offers additional assistance after implementing new initiatives or programs. This helps ensure a smooth transition and maximizes the effectiveness of new projects.
