The Federated States of Micronesia (FSM), a geographically dispersed island nation in the Pacific, is advancing an ambitious public financial management (PFM) reform agenda.

In 2024, the Government selected FreeBalance to implement a new government-wide Financial Management Information System (FMIS) under the World Bank-funded Strengthening Public Financial Management Project.

The FMIS is powered by the FreeBalance Accountability Suite™ and designed to serve both the national government and the four state governments of Chuuk, Kosrae, Pohnpei, and Yap. Delivered through a unified, cloud-based platform, the system is introducing digital tools and international best practices to support financial management across all tiers of government.

These tools support integrated financial operations, including budget formulation and execution, payroll and HR management, procurement, accounting, grant oversight, asset management, and reporting.


Supporting National Development Priorities

The Government of FSM’s FMIS reform aligns closely with national priorities articulated in the Federated States of Micronesia Strategic Development Plan 2004–2023 and reaffirmed in the 2024 Strengthening Public Financial Management II Project. These priorities include strengthened governance, fiscal stability, and improved public service delivery.

The FMIS initiative supports these strategic objectives by laying the groundwork for digital governance, enabling standardised processes, and improving the government’s ability to coordinate and track internal and external resources. By modernizing core functions across national and state levels, the FMIS contributes to more inclusive, efficient, and accountable institutions.

Impact

The FMIS reform marks a transformative moment in the evolution of public financial management in the Federated States of Micronesia. While still in implementation, it is already reshaping how financial operations are managed across government.

The system is expected to deliver:

  • Actionable transparency: Citizens and stakeholders will gain clearer access to real-time fiscal data, strengthening public trust and oversight.
  • Reliable financial reporting: Standardised workflows will produce timely, accurate, and complete records to support informed policy and planning.
  • Efficient public service delivery: Automation of payroll, procurement, and accounting functions will reduce errors and accelerate transaction times.
  • Stronger fiduciary control: The system will enhance tracking and accountability for grants, external financing, and development projects.
  • National-state coordination: A harmonised platform across the national and state governments will enable greater consistency, reducing duplication and improving resource allocation.

These outcomes will enable more resilient public institutions and reinforce the Government’s broader goals for sustainable development and good governance.


Looking Ahead

With the FMIS now in place and rollout underway, the Federated States of Micronesia is entering a pivotal phase of its PFM reform journey. The Government is focused on deepening the system’s reach and leveraging its capabilities to further enhance service delivery, accountability, and institutional performance.

As implementation progresses, the FMIS is expected to become a central enabler of long-term transformation—supporting evidence-based policymaking, improved coordination across jurisdictions, and more effective stewardship of public resources.
